2020 CDBG Consolidated Plan
The City of Saratoga Springs is currently developing its 2020 Consolidated Plan in conformance with the U.S. Department of Housing and Urban Development requirements and the needs of our City. The Plan will direct community development priorities and funding for the next five years.
The City’s Consolidated Plan identifies the housing and non-housing community development needs and priorities to assist low- and moderate-income residents and areas of the City. It is developed every 5 years, and periodically updated, to shape housing and community development priorities into multi-year strategies and to provide a unified vision for community development actions.
The Consolidated Plan also serves as a guide for allocating annual federal entitlement funds granted to the City of Saratoga Springs. The statutory purpose of this funding is to ensure decent and affordable housing opportunities, provide a suitable living environment, and expand economic opportunities, principally for low- and moderate-income residents and areas of the City.
Citizens and service providers were invited to participate in the development of the 2020 Consolidated Plan by responding to this questionnaire on the housing and non-housing community development needs of the City of Saratoga Springs for the next five years. The survey period was open from November 25, 2019 - December 10, 2019.
Following the onset of the COVID-19 pandemic, the Community Development Citizen Action Committee's (CDCAC) amended the pending Consolidated Plan priority recommendations to include emerging needs.
The amended 2020 Consolidated Plan priority recommendations can be found here. These were presented to City Council on June 2, 2020, and were open for public comment until June 16, 2020, concluding with a formal public hearing at the June 16, 2020 City Council Meeting. The City Council approved the amended recommendations via a unanimous vote.
