Lieutenant Briscoe is a life-long resident of Saratoga Springs. He graduated from Saratoga Springs High School in 1990 and, after returning from college, began his career with our Department in August 1995. Assigned to the patrol division, he worked as a Field Training Officer responsible for the post-academy training of new officers.
In February 2003 Officer Briscoe requested assignment to a vacancy in the Department's Community Policing Unit. He worked evenings in the City's west side neighborhoods, addressing the conditions that give rise to crime and educating the community about crime prevention. During this time he was also one of the first patrolmen certified as Child Passenger Occupant Safety inspectors, working with the community to ensure their children's safety. This sparked Officer Briscoe’s further interest in traffic safety.
In May 2004, Officer Briscoe requested reassignment to a vacancy in the Traffic Safety Unit. He and two other patrolmen were responsible for investigating all serious traffic collisions, commercial vehicle enforcement and inspections, summer traffic control at and around the Saratoga Race Course, and year-round traffic enforcement.
Officer Briscoe was promoted to the rank of Sergeant in February 2007. Sergeant Briscoe was responsible for the oversight of patrolman on his shift, and began working on the Department's Law Enforcement Accreditation Program. Sergeant Briscoe was promoted to his current rank of Lieutenant in December 2009.
Lieutenant Briscoe currently oversees the Patrol Division’s first and second shifts.
