The New York State Legislature held a special session to pass the COVID-19 Emergency Eviction and Foreclosure Prevention Act. A11181/S9114 passed both chambers and was signed into law by Governor Andrew M. Cuomo. Included in the legislation (Subpart D) is a provision that covers the senior citizens and persons with disability exemption for the 2021 assessment roll.

In summary, the legislation:
  • requires local governments to carry-over Senior Citizens homeowner Exemption and Disabled homeowner exemptions from the 2020 assessment roll to the 2021 assessment roll at the same levels.
  • requires localities to provide renewal applications, via electronic or postal mail for this individuals who may be eligible for a larger exemption in 2021.
  • bars any requirement that a recipient be required to personally appear to file a renewal, if a renewal is required.

  • Last Revaluation: 2005 - No revaluation is planned at this time.
  • Current Equalization Rate: 61%
  • Current City & County Tax Rates per $1,000 of assessed valuation:
    • Inside District: $8.99
    • Outside District: $8.91
  • Taxable Status Date: March 1
  • Tentative Assessment Roll: May 1
  • Final Assessment Roll: July 1

Basic STAR Exemption


Beginning in 2016 any homeowner who is applying for the first time or a new homeowner, you will be required to register with the Department of Taxation and Finance. You will be able to contact them directly at 518-591-5232 or register online at www.tax.ny.gov. You will NO LONGER file your application with the Assessment Office. ***Please be advised that "first time" application means you have NEVER had any exemptions on your property before.

Enhanced STAR Program


Beginning in 2016 any homeowner who is applying for the first time or a new homeowner, you will be required to register with the Department of Taxation and Finance. You will be able to contact them directly at 518-591-5232 or register online at www.tax.ny.gov. You will NO LONGER file your application with the Assessment Office. ***Please be advised that "first time" application means you have NEVER had any exemptions on your property before.

If you have had BASIC STAR in previous years (on your current property) and will turn 65 before December 31, 2022 you can apply for the Enhanced STAR for 2022 with the Assessment Office. Income limit is under  (TBD) we require a copy of your 2020 tax return, and copy of your drivers license for proof of age and residency.

2. STAR Income Verification Program Application***Deadline is March 1st.***

Your application will be denied if you do not submit BOTH forms above. The IVP program authorizes the New York State Department of  Taxation and Finance to automatically review your income eligibility each year. This is mandatory not optional. You will NOT need to renew with the Assessment Office yearly.

Senior Citizen Exemption

***NEW for 2019. You will be required to file for the Enhanced STAR Exemption and Senior Citizen Exemption separately. In the past, you were only required to submit one form to apply for both exemptions. That is no longer the case.

If you are over the age of 65, and under $37,400 for income you may be eligible for additional exemptions. Please contact the Assessment Office for additional details. FOR THIS EXEMPTION YOU MUST REAPPLY WITH THE ASSESSOR YEARLY. Deadline is March 1st.

Mobile Homes


Mobile Home owners are eligible to apply for the STAR program. If you are applying for the first time you will be required to register with the Department of Taxation and Finance. You will be able to contact them directly at 518-591-5232 or online at www.tax.ny.gov for more information. You will NO LONGER file your application with the Assessment Office.
